Senior Procurement Officer

The role of Senior Procurement Officer is a key role in the organization. You will be part of the division Procurement (2 Senior Procurement Officers+ 1 Junior Procurement Officer) reporting to the Director Finance Control & Operations. Both Senior Procurement officer positions are open. Each department has order takers who process orders in the P2P system, and various project teams in the organization will contribute to European tenders or multi-negotiated tenders. Invest International wants to be associated with suppliers who have sustainability, and in particular the SDGs, high on their list of priorities.

The Senior Procurement Officer will be responsible for building and maintaining a successful procurement organization with a wide range of projects in an exciting, new, and challenging environment.

Responsibilities

• Create a procurement business plan and be responsible for proper development of a professional procurement organization within Invest International;
• Work with key stakeholders like members of the management team and preferred suppliers;
• Give substance to tactical procurement: about 6 European tenders per year for a wide variety of purchasing packages, such as drinking water installations in Mali or hospitals in Ghana, but also waste bins for the pantries at the office (travelling to distant countries is not part of this job);
• Actively monitor the outcomes of the strategic and tactical procurement, evaluate the progress and report periodical to the management team;
• You stimulate your colleagues in their personal development and contribute to it yourself by sharing knowledge. And motivate colleagues to work together across departments;
• Safeguard Invest International’s values in the core of its activities.

Candidates have/bring:

• A completed HBO or university education (Master’s degree, in relevant area);
• At least 5 years of a solid background as a procurement/ purchasing/supply chain advisor or manager;
• At least 5 years thorough experience in managing the process of European tenders (using TenderNed);
• You close deals with suppliers and are focused on scoring margin-enhancing purchase prices. Your commercial drive is aimed at realizing yield growth and quality improvement in the selection, contracting and management of all suppliers;
• Have the seniority to deal with different stakeholders;
• Be a true ambassador for Invest International.

Furthermore, candidates have/are:

• Resilience; is a discussion partner and holds his/her own in a demanding stakeholder environment, is stress resistant while remaining open for feedback;
• Analytical, creative, decisive, result driven, focused on cooperation and ability to bridge conflicts of interest;
• Excellent at spotting opportunities in the market and taking advantage of them. You lay down the ideas and proposals in plans and know how to get them accepted at management level. You have advisory skills and are able to actively participate in tactical decision-making;
• Capable of withstanding the hectic pace of a start-up company, picking up what is needed whilst not everything is already crystal clear. You can plan and coordinate activities and set the right priorities;
• Able to see the big picture, but can also work accurately (working for 4 companies, you must be able to keep them apart);
• Ability to promote and provide inspiration for an environment of diversity, innovation, collaboration, and entrepreneurship. Bringing colleagues along in how we want to procure. You are inspiring and independent;
• Excellent communication skills in English, both written and verbal, preferably in combination with Dutch. Knowledge of French is considered a preference;

Invest International is a new partly state-owned group of companies funded with public capital. They bring the international financing of high-risk, innovative solutions to the next level and make the more difficult investments in innovative solutions financeable. Their hybrid business model enables them to support governments and companies by providing capital as well as project development capacity.

Invest International has opened its doors as of October 2021, in The Hague. Close to a hundred employees (100) have joined from two organisations, FMO ( Netherlands Development Finance Company) and RVO (Rijksdienst voor Ondernemend Nederland) and brought their existing work into the new organization. The expectation is to grow to about 150 staff in the first few years.

Invest International is an independent contracting authority. The rules for European procurement therefore apply to them.
