The Procurement Officer has an important role in the organization. You will be part of the division Procurement (2 Senior Procurement Officers+ 1 Procurement Officer) reporting to the Director Finance Control & Operations. Each department has order takers who process orders in the P2P system, and various project teams in the organization will contribute to European tenders or multi-negotiated tenders. The present portfolio consists of about 171 current contracts committed. Invest International wants to be associated with suppliers who have sustainability, and in particular the SDGs, high on their list of priorities.

The Procurement Officer (JPO) will be responsible for P2P, executing multiple negotiated tenders and assisting with the drafting and handling of single negotiated tenders. There is a wide range of projects in an exciting, new, and challenging environment. In addition, the JPO makes an important contribution to the further development of a professional procurement organization. There are training and development opportunities.

Responsibilities

  • Work with stakeholders and preferred suppliers;
  • Give substance to tactical procurement: single and multiple negotiated tenders for a wide variety of purchasing packages;
  • Work together with various colleagues in different project teams as project leader for multiple negotiated tenders;
  • Identify, evaluate and select suppliers, negotiate and conclude purchasing contracts;
  • Safeguard the operation of the P2P system, maintain and develop procedures through which the business units can purchase (partly) independently within the frameworks;
  • Contract management: Collecting & checking the correctness and completeness of the information to be processed (contracts /service levels/etc.) correct and timely entering of data in the contract administration;
  • Within the role of contract manager, you provide the internal organization with sufficient insight into contracts, the correct contracts and information by archiving accessible and up to date changes; Signaling expiry dates of contracts, periodic evaluations, etc.;
  • Safeguard Invest International’s values in the core of its activities.

About you

Candidates have/bring:

  • A HBO intellectual level;
  • A completed procurement training and 1-3 year of experience in procurement
  • A commercial drive aimed at realising yield growth and quality improvement in the selection, contracting and management of suppliers;.
  • Skills to communicate effectively, for example to internal customers about the desired application of purchasing procedures;
  • Knowledge and experience of the use and application of ERP systems; and experience of working with a P2P system (we have a package based on Exact synergy).
  • Excellent communication skills in English, both written and verbal, preferably in combination with Dutch. Knowledge of French is considered a preference;
  • Demonstrable experience with Microsoft Office packages (Word, Excel, Powerpoint, Teams and Sharepoint).

  • Able to draw up a comparison of offers and write an award recommendation;
  • Capable of withstanding the hectic pace of a start-up company, picking up what is needed whilst not everything is already crystal clear;
  • Able to work accurately (working for 4 companies (BVs), you must be able to keep them apart, we are looking for “pragmatic with brains”);

Invest International

Invest International is a new partly state-owned group of companies funded with public capital. They bring the international financing of high-risk, innovative solutions to the next level and make the more difficult investments in innovative solutions financeable. Their hybrid business model enables them to support governments and companies by providing capital as well as project development capacity.

Invest International has opened its doors as of October 2021, in The Hague. Close to a hundred employees (100) have joined from two organisations, FMO ( Netherlands Development Finance Company) and RVO (Rijksdienst voor Ondernemend Nederland) and brought their existing work into the new organization. The expectation is to grow to about 150 staff in the first few years.

Invest International is an independent contracting authority. The rules for European procurement therefore apply to them.
